I18n: remove #populate and #store_translations from the public api

As discussed in http://groups.google.com/group/r... we removed #populate and #store_translations from the public api in the I18n gem library.
So, can our changes please be pulled from my fork at http://github.com/svenfuchs/rail...
If you want me to format a patch I'll happily do that.
