Application classes should not be preloaded for testing

Running single test file is much faster with eager loading turned off.

    I actually like that this happens, it caught a few errors in our app caused by old code lying around in lib. Would've sucked to have this show up in production only

    No need for 2.3 milestone. Current work around is to set config.eager_load_paths to []

    But preloading shouldn't rely on cache_classes in any case even though the default behaviour is to preload in test/prod mode.
