Ruby 1.9 compatibility - remove ftools references

According to http://pragdave.blogs.pragprog.com/pragdave/2008/04/ruby-19-standar... the ftools has been removed from the Ruby 1.9 standard library.
It is used in the following places:
$ grep -r ftools .
./actionmailer/install.rb:require 'ftools'
./actionmailer/lib/action_mailer/vendor/tmail-1.2.3/tmail/mailbox.rb: # require 'ftools'
./actionmailer/lib/action_mailer/vendor/tmail-1.2.3/tmail/mailbox.rb: # require 'ftools'
./actionpack/install.rb:require 'ftools'
./activerecord/install.rb:require 'ftools'
./activesupport/install.rb:require 'ftools'

- Tag changed from “ftools, ruby1.9” to “ftools, patch, ruby1.9”
Attached is a patch to remove references to ftools - I've simply used the File class methods instead.
