Connecting with :test config in rake db:test:purge

In db:test:purge task, we're automatically connecting to the database specified in test section of database.yml
Everything else in Rails is calling Rails::Initializer#initialize_database - which let's user easily change default configuration used.
E.g, I rewrote this methods, because I'm using this naming convention: {environment}app, {environment}data, etc.
db:test:purge should also call Rails::Initializer#initialize_database assuming RAILS_ENV is set to test.
