config.active_support.escape_html_entities_in_json not registering within application.rb

When config.active_support.escape_html_entities_in_json = true is added to application.rb, HTML entities within JSON are not escaped. When ActiveSupport.escape_html_entities_in_json = true is added to an initializer, HTML entities within JSON are escaped.

This conflicts with the Configuring Active Support section of the configuration Ruby on Rails Guide.
