Reapply changes to I18n gem library

We have a problem with some of our recent changes having been overwritten yesterday because our upstream repos were out of sync (and changes not actually pushed to the authoritative repo). So Jeremy seems to have copied a stale version of the library to activesupport/vendor in order to apply additional fixes for Ruby 1.9.
So, can the attached patches be applied short-term, please?

Sorry, I assumed those were new changes, not that the i18n git repos was stale :)
