UrlHelper#mail_to II

old: .each_byte do |c| email_address_encoded << sprintf("&#%d;", c) end new: .unpack("H*").first.gsub(/../, "&#x\&")
It uses a slightly different encoding, but that should (must) be interpreted the same by browsers. Same advantages as with the last (mainly running in C, removing method invocation overhead)
