Merge errors related changes from Active Model to Active Record

We're not yet sure what we want to do with Active Model. Active Model already has many enhancements in AM::Error class over AR::Error. In any case, AR IN 2.3 should have the new API.

- State changed from “new” to “wontfix”
As this has backwards incompatible changes, will handle post 2.3.
