Implement "base64url" encoding (RFC 4648)

Enhancement for ActiveSupport::Base64 to implement url safe Base64 encoding (no + or / characters). Patch with tests attached.

  • useful for easy random url-friendly UID generation (password reset links etc.)

ActiveSupport::Base64.encode64_url(ActiveSupport::SecureRandom.random_bytes) # => "ykVB7nRN0kDH-MDgckZmpQ"
