Simplified render ignores :locals

When using the simplified renderer, variables in the :locals hash are being ignored.


<%= render @video, :locals => {:ignored_variable => false} %>

Currently using 2.3 RC2

Found out that if you do:
```
<%= render @video, :ignored_variable => false %>
```
it works.

Ticket can be deleted.
