Cannot "interact with the existing tickets" on trac

"This trac site only remains to deal with the existing tickets and patches that were posted to it before we switched to Git and Lighthouse. So please do continue to interact with the existing tickets..."
I would like to interact with ticket 8954 ( http://dev.rubyonrails.org/ticke... ), however I cannot do so. Despite logging in with my account, I have no option to create comments. Please advise me how to do so.

- State changed from “new” to “resolved”
Trac comments were recently disabled due to an increasing spam problem. At this point, I don't think anyone will mind if you open a new Lighthouse issue with a pointer to the old Trac ticket, especially if you have a patch that applies cleanly against current edge.

In that case, might I suggest editing the text on dev.rubyonrails.org to reflect that?
