Add magic encoding comment to generated files

I thought it might be a good idea to prepend all generated templates with the magic encoding comment to make people aware of this feature.

    Clever solution :) I think setting Encoding.default_external is enough for typical apps though. Adding the magic comment to every template feels noisy.
