Allow Vim style encoding comment in ERB template

Though GH:94911c is a very very nice Ruby 1.9 & ERB hack, it ignores the Vim style encoding comment.
# vim:set fileencoding=utf-8:
Attached a patch to fix the regex to recognize this type of encoding comment.
