drop_table shouldn't care

When I go to drop a table, it shouldn't matter if it doesn't exist because I'm about to drop it anyway.

Please, let sanity prevail here.

Makes sense if database supports it.

PostgreSQL 7 doesn't support it.

It does matter if the table exists or not. If it doesn't exist, drop operation should be a failure.
