script/generate plugin should be deprecated/removed for 3.0

Now that the gem support is usable, Rails plugins should be deprecated with extreme prejudice. A first step would be to remove support for easily creating new plugins. Perhaps it should be replaced with script/generate gem, but there are so many existing options for creating gems that we don't really need another.
