[PATCH] Edinburgh TimeZone should use Europe/London

The Edinburgh TimeZone is currently set to use the TZInfo Europe/Dublin timezone. This is incorrect. Edinburgh is in the United Kingdom, so should use Europe/London instead.
Dublin and London currently have the same GMT offset and transitions between standard and daylight savings time. However, the zone abbreviations are different (GMT/IST vs GMT/BST) and historical transitions are different.
I've attached a patch to change Edinburgh to Europe/London. This applies cleanly against master and 2-3-stable.
