use verbose environment variable in testin.rake

sometimes you don't want clutter in your test results.

As it stands, verbose is hard coded as an option passed to TestTask in testing.rake.

This minor patch simply adds a check to see if the VERBOSE environment variable is set, and uses that value, unless it is undefined, in which case the current default stands.

Very unobtrusive, very simple, but gives users more flexibility in a useful way.
