scriptaculous and prototype.js is outdated

Prototype v1.6.1 (Sep 2009) is the most recent, but v1.6.0.3 is included (Sep 2008). script.aculo.us files have a 2008 timestamp in header, recent library contains 2009 timestamp.

    to github.com/mikel/rails.

    Should be merged into rails/master soon.
