[PATCH] ActionDispatch::Response broken in Ruby 1.9

There's a small bug in ActionDispatch::Response class that causes about 150 errors when running tests in Ruby 1.9. This patch fixes it.

    The tests pass on Ruby 1.9.2-head. I haven't run the tests on 1.9.1 since it will not be supported but Rails 3.
