Add plugin info / update / list as tracked_plugins does

This would be very useful in updating / checking status of plugins and knowing when/where(repo/branch) they came from.
Atm it needs a lot of hacks to work, and bringing it into core would benefit all plugin installers.

- Tag changed from “rails3, scriptplugin” to “rails3”
- Importance changed from “” to “Low”
Leave this as a plugin until there is a higher demand to get it into the core. Also, the plugin hasn't been updated since February :(. Maybe it's perfect.

Its not that important anymore since rails 3 / bundler shifted the focus to gems.
