config.assets_dir missing in actionmailer

I'm trying to use image_tag in a view of a mailer. Calling image_tag throws the exception:

ActionView::Template::Error (can't convert nil into String)

I've traced this down to action_view/helpers/asset_tag_helper.rb rails_asset_id method on line 756:

path = File.join(config.assets_dir, source)
