RAILS_ROOT occurrences

Found that RAILS_ROOT still exists in a couple places in Rails master (as of 3c456a869abeb0a639518180214db5ead428aedf):

ci/site_config.rb (line 72) railties/lib/rails/webrick_server.rb (lines 66 and 67 -- doc only)

All other occurrences are associated with deprecation warnings.

Attached patches for each.
