add NullResolver for testing

In addition to exposing the FixtureResolver (per #4522), a NullResolver that always resolves to a valid template is a very helpful tool for testing extensions that don't know the runtime state of the file system.

This is extracted from rspec-rails, which uses it to optionally test controllers in isolation from the views they render.
