Update location of where to manage which frameworks are loaded in db:schema:load error message.

#4716

The current error message that displays when rake db:schema:load doesn't find schema.rb says "If you do not intend to use a database, you should instead alter #{Rails.root}/config/boot.rb". In Rails 3 the frameworks are required in config/application.rb. The patch simply updates the error message.
