plugin action does not conform to script/rails plugin install

Rails::Generators::Actions#plugin (railties/lib/rails/generators/actions.rb) states that it accepts the :branch option to specify a specific branch from git for a plugin. This directly conflicts with the accepted options used by the install command of script/rails plugin - see #4117 . Also, it incorrectly presumes that -b is an accepted command line flag to script/rails plugin install; -r is the correct command line flag.
