update Gemfile (current source at github arel is breaking many tests)

Gemfile in rails3 is getting arel from github which is
arel-862067c
but this version arel is lot of tests and warnings. please update
Gemfile to point to 0.4.0
-gem "arel", :git => "git://github.com/rails/arel.git"
+gem "arel", "=0.4.0"

rails arel fork 2edbb4b96f5d8ed52357e23ad02c64b8e7a68106
commit is working.
there some changes to arel after this.
currently activerecord tests are with rails arel fork. -
