default_url_options won't be called if no options provided for an URL

in my ApplicationController I have the following code:

protected
  def default_url_options( options=nil )
    { :foo => 'bar' }
  end

in my view:

<%= link_to('root', root_path) %>

the generated URL will be in this case '/' instead of '/?foo=bar'

but if I add this to my view:

<%= link_to('root', root_path({})) %>

it'll work in Rails 2.3.8.
