documentation for 2.x rails no longer available at familiar URLs

#5516

Prominent URLS for accessing the 2.x rails documentation are now referring to the 3.x documentation, without prominent (any?) links to the older 2.x documentation. The most prominent of these URLS include:
http://guides.rubyonrails.org
http://api.rubyonrails.org
