Wrong quotes in sql request

I have user model with has_and_belongs_to_many :keywords trying
to write skope :has_keywords in user model
scope :has_keywords, lambda { |keywords| joins(:keywords).where("#{Skill.table_name}.name = ALL ('{?}')", keywords) }
keywords is array, e.g. ['something',
'another']
resulting where clause has wrong quotes
ALL ('{'something','another'}'))
instead of
ALL ('{"something","another"}'))

right now can't try to reproduce it, but i think bug still exists, because i haven't seen anything in changelog related to it. tho i think it's related to pg gem, but not sure. will try to create test app a bit later.
