i18n not work in the production env

when i have inherited class like

class User < ActiveRecord::Base
end

class OtherUser < User
I18n.t(:hello) end

then has a error

translation missing: en, hello

config/locales/en.yml is the default one

it's in Rails3.0.0 production env
