Ruby 1.9: Strings no longer respond to #each

A test in railties/test/application/routing_test.rb
is causing Rack to try calling #each on a string, which doesn't
work in Ruby 1.9. I'll post a fix in a minute.

Here you go. Simply makes the response body an array instead.
