Rails 3 cannot be installed from scratch due to failed dependency on i18n 0.5.0

At the moment, if you try installing rails from scratch, it fails.

$ gem install rails
ERROR: Error installing rails:
mail requires i18n (~> 0.5.0, runtime)

(See for more context that show this is a pristine environment. It shows installation attempts for version 3.0.1, but the issue is present with 3.0.3.)

This may have been triggered by mail 2.2.11, which changed dependency on i18n ~0.4.1 to ~0.5.0.

In order to make installation go, i18n 0.5.0 needs to be installed ahead of rails.

    It appears that Rails 3.0.3 can now be installed successfully (i18n 0.5.0 is installed during the process), but the issue is still present with 3.0.0, 3.0.1 and 3.0.2.

    Same problem on master-branch. Cannot install from master with bundler/Gemfile now;

    Bundler could not find compatible versions for gem "i18n":
    In Gemfile:

    actionmailer (~> 3.1.0.beta) depends on
      i18n (~> 0.5.0)
    actionpack (~> 3.1.0.beta) depends on
      i18n (0.4.2)

    Mikel Lindsaar relaxed the mail gem dependency on i18n to >= 0.4.0, which should resolve this problem.
