  It appears that Rails 3.0.3 can now be installed successfully (i18n 0.5.0 is installed during the process), but the issue is still present with 3.0.0, 3.0.1 and 3.0.2.

  Same problem on master-branch. Cannot install from master with bundler/Gemfile now;

  Bundler could not find compatible versions for gem "i18n":
  In Gemfile:

  actionmailer (~> 3.1.0.beta) depends on
    i18n (~> 0.5.0)
  
  actionpack (~> 3.1.0.beta) depends on
    i18n (0.4.2)

  Mikel Lindsaar relaxed the mail gem dependency on i18n to >= 0.4.0, which should resolve this problem.
