has_many :dependent => :deny

I have a case which would be perfect for this.
db/schema.rb
create_table "campaigns" do |t|
t.integer "advertiser_id", :null => false # ... end
class Advertiser < ActiveRecord::Base
has_many :campaigns, :dependent => :deny end
I'd see the :deny option as adding validation that would check if the collection is empty, and if not, then generate something along the lines "Campaigns must be empty - delete all to delete this advertiser".
