ActionMailer not set mail.body charset

I find a bug that ActionMailer::Base.mail method is not set charset on mail.body.

class Notifier < ActionMailer::Base
  default :from => 'admin@example.com', :charset => 'iso-2022-jp'
  def welcome(user)
    @user = user
    mail(:to => @user.email)
  end
end
 
mail = Notifier.welcome(User.first)
mail.body.charset #=> "US-ASCII"

I try to fix it and attach the patch.
