Call run_load_hooks from ActiveResource to support ActiveSupport.on_load

ActiveRecord and other libs offer a dedicated entry point to extend their functionality by using ActiveSupport.on_load https://github.com/mislav/will_paginate/blob/rails3/lib/will_pagina.... ActiveResource should offer the same API so it can be extended consistently.
