got error on new install of 1.9.2-p136, requiring --with-baseruby

below is the error I got when trying to run make
gcc -O3 -ggdb -Wextra -Wno-unused-parameter -Wno-parentheses
-Wpointer-arith -Wwrite-strings -Wno-missing-field-initializers
-Wno-long-long -I. -I.ext/include/i686-linux -I./include -I.
-DRUBY_EXPORT -o enumerator.o -c enumerator.c
echo executable host ruby is required. use --with-baseruby option.;
false ./tool/generic_erb.rb -c -o known_errors.inc
./template/known_errors.inc.tmpl ./defs/known_errors.def
executable host ruby is required. use --with-baseruby option.
make: *** [known_errors.inc] Error 1
when I go back and add the --with-baseruby=/usr/local/ruby to the configure command and re-run the make process(make clean;make;) its getting the same error.
so I need some help, I'm stumped.

Problem resolved
but not rubygems-1.4.2 is complaining about line 62 and path not being defined. -
