Can I get a command-line option to turn off ansi sequences in the output

I run the output of rails [new] project through a filter, and it's
confused by the output from Rails 3.

I see I can add

config.colorize_logging = false

to config/application.rb to turn off the sequences for other
rails commands, but I'm looking for a way to do this before
the config/application.rb file has been created.
