i18n reload does not read new localization files in matching directories

Adding new file in a directory matching the
config.i18n.load_path configuration and reloading the application
from console (or by executing new request in development mode) does
not read the translations that are included in the new file.
Renaming one of existing localization file leads to
"Errno::ENOENT: No such file or directory" exception after
reloading.
