ActiveSupport::TimeZone.all is not updated when new time zones are added

ActiveSupport::TimeZone.all returns all time zones defined up to the first call to ActiveSupport::TimeZone.all. Time zones added after that first call will never be returned.
The same is true for ActiveSupport::TimeZone.us_zones.
This means that e.g., form helpers will not display time zones added after the first ever call to ActiveSupport::TimeZone.all.
We noticed this with Rails 3.0.4, but the problem appears to be still present in the master.
