How would that case ever be encountered?

In what cases is there an unpacked, unbuilt gem in vendor/gems that is not specified by config.gem?

This patch causes the initializer to abort() out before plugin initialization if there are any unbuilt gems. How is the case not handled?

That definitely works for Rspec because it loads itself in its rake tasks, but I can envision other cases where you want a gem to be loaded in development/test ...

The counterpoint to using config.gem is definitely that loading the entire rails initializer for gems leads to some serious chicken/egg issues.

This definitely appears to be more of general gems issue rather than a Rails issue.
