Upgrade CI server to latest RubyGems

Yehuda requested this. The following patch is what I used to do the upgrade automatically via GemInstaller/CCRB (I didn't have to log in and run anything manually).
Future upgrades should be as simple as updating the rubygems-update gem in ci/geminstaller.yml - and waiting for a build (actually I think it will take two builds for the update to happen).
