[PATCH] Make plugins responsible for loading their own rake tasks

This patch offloads the responsibility of loading plugin rake tasks to the Plugin objects themselves. This allows subclasses of Rails::Plugin to override the load_tasks method to specify a non-standard location for tasks.

This patch depends on the fix in #3621 being applied.
