  What is it that is incomplete? What more information do you need to verify/reject this bug.

  Just because the ticket does not contain a patch, doesn't make it incomplete.

  Here is an official patch against 2-3-stable. The problem is seen in 2.3.9

  Actually a ticket is incomplete if there's no patch. If a ticket is missing info on how to reproduce the problem, it will be marked needs-more-info.

  Thanks David, I didn't know that was the convention here at lighthouse, is there a document describing these conventions?
