Make 'require' on gem dependencies optional

#743

Some gems don't have a library to require. For instance, the qrp library.

This patch introduces the :lib => false option to skip the 'require' step of loading. So you end up with:

    config.gem "qrp", :version => "0.4.1", :lib => false
