Add 'extra_conditions' parameter to configure_dependency_for_has_many and make generated callbacks use transactions

The attached patch:

  1. Adds an 'extra_conditions' parameter to configure_dependency_for_has_many. I need this as a plugin hook.

  2. Makes the generated before_destroy callback methods run in transactions. This is also a plugin hook that I need.
