redirect_to doesn't work with complex URI schemes

ActionController::Base#redirect_to doesn't handle complex URI schemes (per http://en.wikipedia.org/wiki/URI.... This means that URL handlers such as "x-iphone-app" can't be redirected to by Rails apps.
