Really silence Gem spec warnings when running tests

The GemDependency test tries to quiet spec warnings by setting VendorGemSourceIndex.silence_spec_warnings to true, but because the GemDependency gets loaded afterwards (and in turn loads VendorGemSourceIndex), the setting gets overwritten. This patch moves the setting of the option below GemDependency so it takes effect.
Also removes the superfluous require. GemDependency loads VendorGemSourceIndex for us.
