option for config.gem to not load gem automagically

Sometimes there is need to add gem dependency that should not be loaded when application starts (used only in some crontab tasks, needed to be loaded later, and so on).
It could be added as a :require => false option for example (or any other name you like). Writing patch should not be a problem, and I'm happy to send it if you only approve such functionality.
