URL helpers in functional tests aren't escaping ampersands by default

Given a resource Thing, things_path(:param1 => 123, :param2 => 456) should output /things/?param1=123&param2=456, however, with 2.0.2, the url helpers in a functional test outputs /things/?param1=123¶m2=456.
The url helpers in ActionPack do it right so this can make tests fail, for example, when using assert_select to test that a form has the right action.
