Add magic encoding comment to generated files

When I use REXML backend everything is OK, but Nokogiri
Fails.
Example is attached.
Here is the error
/usr/lib/ruby/gems/1.8/gems/activesupport-2.3.2/lib/active_support/xml_mini/nokogiri.rb:16:in
parse': EntityRef: expecting ';'
(Nokogiri::XML::SyntaxError)

+1 verified on 2.3.5 however this probably falls on nokogiri and not active_support. mark as invalid
